How many people work part-time?

Part-time work is being requested more and more often. DP MP Carole Hartmann asked the Minister of Labour and the Minister of Public Service how many part-time contracts have been signed in the last 10 years. The MP also wanted to know from the Minister of Labour whether the regulation of the 40-hour limit for part-time work should not be relaxed to allow for more flexibility.

« Les travailleurs souhaitent un meilleur équilibre entre vie professionnelle et vie privée. Ils ont donc de plus en plus souvent recours à des contrats de travail à temps partiel.

Dans ce contexte, j’aimerais poser les questions suivantes à Monsieur le Ministre du Travail, de l’Emploi et de l’Économie sociale et solidaire et à Monsieur le Ministre de la Fonction publique :

  • Messieurs les Ministres, combien de contrats de travail à temps partiel ont été conclus au cours des dix dernières années ? Concernant le secteur privé, Monsieur le Ministre du Travail, pourrait-il articuler les contrats de travail à temps partiel également par secteur d’activité ?
  • Au cours des dix dernières années, quel a été le nombre d’heures de travail hebdomadaire des contrats de travail à temps partiel, également ventilée par secteur d’activité ?
  • Monsieur le Ministre du Travail, estime-t-il que le cadre légal devrait permettre une plus grande flexibilité en matière de travail à temps partiel ?  Afin de pouvoir réagir à des circonstances exceptionnelles ou à des interventions d’urgence, par exemple dans l’industrie ou l’artisanat, le droit du travail ne pourrait-il permettre de dépasser la limite des 40 heures hebdomadaires pour le travail à temps partiel ? Une telle adaptation ne serait-elle pas particulièrement judicieuse pour les contrats de 35 à 38 heures par semaine ?»

Medical referrals abroad

Since 1 June 2025, doctors have to fill out a new form if they want to send a patient abroad for treatment. The doctor must now indicate whether or not the services can be provided in Luxembourg within an ‘acceptable period’. If the doctor indicates that the services could actually be provided in Luxembourg, the referral request is automatically rejected.
DP MP Dr Gérard Schockmel has asked the Minister of Health whether the mere reduction to the ‘acceptable period’, without taking into account the quality of care, might not lead to unjustified rejections and whether the new form might not force doctors to provide false information in order to guarantee their patients the best possible care.

In the north of the country, citizens often have to travel long distances to get to a clinic or medical centre.
DP MPs André Bauler and Gilles Baum asked the Minister for Health, among other things, how many GPs and specialists work in the north of the country, what the age pyramid is for doctors and when a second medical centre might open in the north.
